2 cups flour
1 1/2 cups old fashioned rolled oats
3/4 cup firmly packed brown sugar
2 sticks butter or margarine, softened at room temperature
1/2 teaspoon nutmeg
1/2 teaspoon cinnamon
1 (8-oz.) pkg. cream cheese, softened at room temperature
1 cup powdered milk
3/4 cup sugar
1/2 cup warm water
1 1/2 teaspoon vanilla extract
2 cups dried cranberries
Preheat the oven to 350 degrees F. Spray a 9 X 13 pan with cooking spray and set aside.
In a large bowl, combine the flour, oats and brown sugar. Add the butter and the nutmeg and cinnamon. Mix well.
Press the mixture into the bottom of the pan in an even layer. Bake for about 10 to 12 minutes until slightly golden. Cool completely.
Beat together the cream cheese, powdered milk, sugar, water and vanilla with an electric mixer until creamy. Add cranberries.
Spread evenly over the baked and cooled oatmeal mixture. Bake until the top is golden, about 30 minutes.
Completely cool before cutting into squares and chill before serving.
